Source: First Time Completion reward from the mission Deathless. It can also be purchased directly from the Pet Window ([Shift+P] by default) for 5000 Marks of Favour, although this is not intended and should be considered a glitch.
This Pet cannot be traded or sold on the Auction House.

The 1981 film, "Clash of the Titans" features a clockwork owl named Bubo. This owl is not clockwork, unfortunately. Clockwork makes everything better.
